If you're talking about the one with two large connections at right angle to each other, and another vacuum line, that is the turbo bypass valve. This valve's function is to re-route pressurized air back to the inlet of the turbo compressor when you lift throttle abruptly. This does two things: 1) it keeps all the previously metered air inside the system, and 2) it helps prevent the turbo from "stalling" when all of a sudden the airflow stops when the throttle is closed.
