It's called Low Pressure Turbocharging for a reason... The idea behind Low Pressure turbocharging is to give the engine more torque in certain regimes than a comparable non-turbocharged motor would have. The ultimate horsepower of the motor may not be higher - in fact, the 9-5's V6 is 10 HP LESS than the very similar 3.0 non-turbo in the 9000 - but the overall "feel" of the motor is that of smoother, more consistent power output.
Specs:
9000 3.0 non-turbo w/Motronic:
210 HP @ 6,200 RPM, 200 lb-ft @ 3,300 RPM
9-5 3.0 Asymm. turbo w/Trionic:
200 HP @ 5,000 RPM, 229 lb-ft @ 2,100 RPM
The lower torque and HP peaks, along with the higher torque spec, will make the 9-5s motor "feel" more powerful - to the average car owner - than the 9000 motor, even though it is giving away 10 HP...
Saab believed - and may carmakers are hopping on the bandwagon today - that turbocharged motors are NOT solely for the performance-minded, but can offer better power delivery when it is needed, while also providing the economy of a smaller displacement motor.
So an LPT 4cylinder will give you the higher torque a V6 might have, but when you are off-throttle (some 75% of the time...) the economy of a 4. An LPT V6, like the 9-5, might give you the torque of a small V8 with the relative economy of the V6.
As for adapting the CTS motor, though you'd get 220 HP, you're still down on torque slightly from the 9-5 motor (218 vs 229, and likely not anyplace near 2,100 RPM). Also, with the iron block, any advantages may be minimized due to the added weight. Sorta like dropping the Lancia Thema 8.32's Ferrari V8 into a 9000... It's cool to look at, but the Saab 2.3 turbo 4 has more power...
Personally, I find the 200HP & 229 Lb-Ft more than adequate for my daily driving needs. I can't think that I've thought my 9-5s ever needed more power (not that there is anything wrong with more power...), and that includes two 170HP LPT 4s!
Now, the Volvo 940 wagon, on the other hand...
