alignment & front shim options

The outside on the front driver's side tire of my 2001 9-5 Aero is wearing out much more noticeably than the rest of the tire.
I had the car aligned by a place that doesn't specialize in Saabs and they said it was out of spec but they couldn't bring it into spec using what was meant to be adjustable.
What are my options for fixing this? Are there shims or something else that could be used by someone knowledgable?
I guess it might even be cheaper to pay a "tax" of just buying an extra tire every few years but I'd like to avoid this if possible and dollarwise it makes sense.
