I'm sure everyone will tell you to put a real oil pressure gauge on the engine temporarily and find out what the real oil pressure is.
Did you rebuild the engine because of sludging? If so, there is a chance your oil pressure relief valve is stuck open because of scoring. The valve is at the bottom of the timing cover. Other possibilities include leaking bearings on the balance shafts, bad or incorrectly mounted balance shaft tensioner,
