Trouble loosening shift linkage bolt

In the process of installing the GS short shifter, I'm trying to loosen the 13mm bolt connecting the shift rod to the linkage. Someone's install guide says to "wiggle the housing around until you find a good angle" but I spent about an hour doing that and can't get it to a place where a ratchet will be able to slip onto the bolt and then turn.
Are there any tricks to doing this?? I suppose I could drill a hole into the side of the housing like GS does but I'd like to avoid that if possible.
