Have seen multiple starters that have been "gunked up" in the brushes area as the brushes have worn down. If electrical to the starter is good, and ground is good, may need to replace or rebuild the starter.

Also, the positive line off the battery often corrodes under the red wire cover. disconnect it from battery, and inspect.
Is it not flexible? this could be from the stiffened cover or from the corroded wire. I have sliced this open to inspect, closed with electrical tape if it was just the cover. Twice it was corrosion in the wire. Both times was lucky enough to cut three inches off and still have enough to put on a replacement terminal. The correct repair would be to buy a new cable.
