Yes, they do get sluggish and yes they lower the fuel economy but probably with so little that keeping proper tire pressure and a light foot on the pedal will probably save you a lot more.

But another thing they also do (front one) is to keep the catalytic converter healthy and happy.
The catalytic converter works solely on being switched from rich to lean fuel mixture back and forth, back and forth. If the front O2 sensor is getting old and lazy, it will slowly bring down the cat.

It has been several cases where changing the front O2 sensor made the car pass smog when it was borderline over the values before on HC, CO or NO.
The faster switching speed of the new sensor or as in the newer fuel/air ratio sensor keeping better track makes the cat perk up and scrubbing the exhaust better of dirty stuff.

When and where to replace, that's up to each person wallet and believes but Bosch who manufacture many sensors suggest 100K miles. But they also make money making and selling them so who knows.
And if you have a Volvo S80 T6 with 4 sensors and a bear to get to them so the tab will end at some $1200.00, it is a tough sell.

Also, sensor life depends on how well you take care of the car as in oil changes, quality of gasoline used and driving style with short commutes and lots of cold starts being the worst.
