Not sure how much you can accomplish in 2 hours, but here goes.
* have you tried to calibrate the ACC? Are there any codes, and if so a search on the board will help narrow down some possible mechanical issues in the mechanisms that direct air flow. Takes 30 seconds to run the calibration - just push OFF and AUTO at the same time. Codes will appear on the left side of the ACC (number of faults) and the right (nature of fault).
* when you say that the fan blows at all speeds but not perceptibly - define how you are measuring this. If you are measuring it by feeling the air through the vents being minimal but you hear the fan running and increasing in speed as you operate the control, it is likely working, but something is preventing the air flow from moving through the ducts. The calibration may tell you something (or even fix the issue, maybe?)
* Do you have any idea when the cabin filter was last changed? All air for the ACC flows through this filter, and if it seriously blocked by leaves and dirt, air flow will be diminished. Search the board for DIY replacement procedures.
