This sounds like a warped rotor.
1. Apply the brakes lightly for several seconds. If there is a rust spot this may clear it up.
2. Vibration felt through the steering wheel when brakes are applied: likely caused by a warped front rotors.
3. Vibration felt through seat: likely caused by a warped rear brake rotor.
When replacing rotors (front or rear) always replace in pairs. Also, replace pads in pairs unless they are pretty new.
