Flex Pipe Stud Removal - Help!

ref: 2003 9-5 AERO 76,000 miles
I am replacing the flex pipe, intermediate pipe and muffler.
I hit the flex pipe nuts with PB blaster over the last three days. The nuts were so far gone that the bolt extractor would not work so I ground the nuts and bolts down flush with the flange. I cannot get the flex pipe flange bolts off the down pipe flange. I re-soaked with PB Blaster and tried wedging a long screwdriver by the bolts where the flanges meet with no movement. Since I am replacing the middle muffler I cut it thinking this might help to get some movement. What remains of the flex pipe just moves.
My next thought was to take the down pipe off and press out the remains of the studs. Since all those bolts are badly rusted I am trying to avoid taking it down.
Any suggestions are welcome at this point.
