no, you can turn the car off whenever, at any RPM, speed or time.
In your case you just hit the key and rotated it, thus turning it off. That is not the issue that the Cobalts got, their problem is items hanging from the key, pulling down on the key (perpendicular to the key shank) would cause the car to shut off even though the key had not been rotated and was still in the ON position.
I did it once at a stoplight years ago when i was trying to untangle my phone charger cord, havent done it again, just dont be forcefully blasting your hand around while driving and its not an issue, also if you do turn it off or the car just dies while driving you can still totally steer and stop the car it just takes a little more effort.
