I traveled to the '99 SE - about 1.5 hours away - with DMM and fuses and electrical tape thinking that maybe I had a blown fuse 20 from a short in the trunk wiring (fuse #20 also serves rear fog light and other items via the trunk harness).
When I got there I pulled fuse #20 (15 amp), but it was good. I then pulled # 26 (7.5 amp), but it was good. I then pulled #22 (40 amp, for the actual blower fan) but it was good. I put each one back as I went, and while I was trying to remember the test point for the blower motor I started up the car. ACC came back to life. AUTO & OFF reset showed "0", and as it came back to normal display the AC kicked in and all was well !
I purchased a used ACC unit, just in case, and I will install as time allows since the original ACC head has missing pixels in both temp displays and in the fan settings.
