Slow/no-cranking - 2001 Aero

I'm having a frustrating issue with my wife's '01 Aero wagon (manual) with 182k miles.
Sometimes the battery will appear dead or dying and the starter will not not turn over at all and click or sometimes turn over slowly. The interior lights will dim while cranking. Sometimes when it turns over slowly I can coax it to start but usually I have to jumpstart it. It will always turn over and start when jumpstarted.
The battery voltage seems fine with the car off (12.9 volts). With the car running with all accessories on it's reading 13.7 volts so I assume the alternator is fine. I've also tested for a parasitic draw and could not find anything. It doesn't seem to have anything to do with how often the car is driven. I just replaced the positive battery cable. I had the battery (18 months old) tested and it is showing 660 cranking amps.
I have not had a chance to verify voltage at the starter yet but does this seem like it would likely be a dying starter? Or possibly the ignition switch?
