You are only going to see voltage at fuel pump wire for a brief 2-3 seconds right when you turn on the ignition. That's the prime sequence.
After that, it will not deliver power until the engine is cranking over and the crank shaft position sensor has starting to send signals to ECM to turn on fuel and ignition system.
AND!!! Make sure you have test leads hooked up properly and secured. I don't know how many times I have fooled myself when I didn't properly hook up my test light or found a good ground for the test light. OR! That suddenly, the bulb inside test light decided to burn out.
It can really mess with your head and way of thinking if you are not being careful when testing for power and ground.
