Exhaust Manifold bolts - help!

9-5 2000 lpt auto wagon 218,000 miles
Your thoughts or experience would be appreciated.
I have had manifold bolt/s broken for a long time (60,000 miles) and in my false economy of putting it off, it never dawned on me that THAT was the reason that the gas mileage is so low (15 around hilly local area and high 20's on freeway). I know, STUPID! I now know that the O2 sensor is confused by the gap and is asking for more fuel.... $$$$
Anyway, I have also been told that the valves may be in trouble as a result of this. I am trying to decide whether it is time to stop fixing things and give up on this car.
The car goes well and while there are several things that need work on it, I love it still and I just know I will not be able to find this combination of features on another car.... so I would really like to fix it and keep it. But money is a big issue.
Question: Does anyone know how I assess the status of the valves and whether I should spend what I guess is $500 or $600 or more to get the manifold bolts tight again? Maybe along the way I just find out bad valve news and it is down the drain.
So, once again, your thoughts and/or experience would be appreciated.
