> Can I safely use a rubbing compound on it?
rubbing compound will leave small scratches in the clear coat. To remove those you'll need to use polishing compound, and follow that with a polish.
OTOH since its a white car, small scratches in the clear are hard to see (unlike dark blue or black where you get the hologram swirl effect). So the good news is that you might not even notice the fine scratches from the rubbing compound.
anyway it all depends on how deep those scratches are, and how "perfect" a result you want when you are done. Did the scratches penetrate the clear all the way to the color? did they penetrate the color down to primer or bare metal? or are they just surface scratches in the clear coat?
