Advice needed on tensioner

About two months ago I replaced my alternator (toughest job in a long while). Yesterday the car is making an awful noise from the belt area and I assumed the water pump was next to go. But, the noise seems to come from the tensioner itself. I just put a new one in with the alternator job and it is vibrating terribly. I've levered away the tension on it a bit and the noise goes away. All pulleys turn smoothly.
Thinking I must not have put things back right two months ago, I tore things down to make sure my alternator as on well, the tensioner came out, I checked the bracket as well. All looks fine. After putting it all back (I'm getting really good at this now!) same noise, same place.
Could a new (INA) tensioner be defective? What else could I be missing? I'm kicking myself for not saving the old one but I just did a big garage cleanup. Or could this actually be the waterpump and I'm just looking at the wrong symptom?
