Yes, the mechanic with a Tech 2 only can tell you about the software that is in your SAAB and what's available.
However, you can contact JZW SAAB tuning and order a mild Stage 1 tune that will give you more horsepower and torque. This is a used SAAB ECU with the latest software available for a 1999 model plus the custom JZW engine mapping, all by mail order. I did this and it turned out good. You would have to dig out your SAABs ECU by the windshield and provide them with the numbers printed on the ECU. Then put it back until the package comes in a couple of days.
Call both parties and compare prices.
I am only guessing that the ECU is the problem. The TB might just be a bad reconditioned part. It could be something else. Maybe not enough fuel is going towards the engine. In that case the fuel filter could be old and clogged. Anything is possible with a used car with no records...
