My 2000 9-3 SE had the same loose head bolts, same leak at just 38k. Back in 2003. I put all new ones in and did a two step torque and then a TTY where I stretched them a bit (based on instructions at the time). This stopped the coolant leak, and it never leaked again as long as I had the car (192k or 9 more years). Seemed we were all doing this back then.
Many changed out the bolts to the older type, there was talk about the new type bolts the factory switched to being inadequate. I did not like the idea of re-stretching bolts a second time (if they ever got stretched in the first place), and new ones were cheap enough. The dealers were all keeping this under wraps for the most part. There were several model years affected, word was they used some new robotic apparatus at the factory starting around 1999 that was not getting them evenly torqued on the assembly line, This went on for at least a couple years. Anders was all over this, I never got around to tensile testing new and old bolts on the Instron to see what the difference was from a strength, stretch and yield point.
Good time to replace the o ring valve cover gasket while in there. But I know you did that.
