My observations from this other boards (and not just SAAB) is that 1) Part sourcing today is tricky; 2) If the specs for metal composition, casting and machining are met, then you will find very good rotors coming from all countries (all CNC machined); 3) PADS and bedding procedures will make the bigger difference - but there is a lot of 'chaff' in the information on the web.
If you have the time and it matters to you greatly, then search out some of the pad / rotor manufacturer recommendations for installing and bedding new pads on new rotors (beside WIS). Several things happen while bedding - residues in the pads are heated up and gassed off, the surfaces of pad and rotor accommodate (wear to match) each other, and there is evidence that clean new iron rotor surfaces chemically convert the outer layer of the iron under bedding conditions. I am skeptical that rotor surfaces stay very pristine under real world conditions, but in a temperate warm environment never stored with water under the pads this could happen. There are assertions that the right pad properly bedded will convert the outer iron layer to iron carbide - but I have no data on that.
If you live in an area that does not salt the roads, consider your brakes very fortunate, because some of the problem is uneven corrosion accelerated by salt. I have masked and then painted only the hubs / vented edges of some rotors to avoid corrosion in the non-contact area, but this seems to have lasted only a year or two under our winter conditions.
As imperfect as an opinion survey on pads on this board may be, it's probably as good as you'll find. I use Akebonos on our two 9-5's and they seem a pretty good compromise for stopping & wear - and not as badly dusty as some. Problem is, I am not certain whether the next set of pads will be just as good as the last.
