If you are sure you are looking at the heater bypass valve system, the vacuum hose to valve nipple should not have vacuum unless the ACC system demands hot coolant to be shut off the heater core.
This is usually demanded when you dial in colder settings on the ACC panel.
That is also the usual time when that valve start to leak, when vacuum is applied to it. So by dialing in a hotter temp setting you can get out of a sticky situation by not loosing too much coolant until you can get it repaired (sooner than later).
