Check the bulbs in the corner lights. Maybe the parking light filament is burned out, maybe someone jammed single-filament bulbs in there.
Headlights: Are you sure that the actual headlight bulbs are coming on with the switch in the middle? These cars have small "city lights" inside the headlamp, which, if you're looking from the outside, could be observed as a dim headlight. Though, I've never seen an older 9-5 where these have worked. Except mine, because I replace the silly little bulbs...
There are several ways to program the fog lights. One is as you describe, another is with them on in either the middle or right position, the other is only with the light switch to the right AND the high beams on. This is done with a Saab Tech 2.
There are also several possibilities for the DRLs. One mode (as I have them) is parking lights & low beams on all the time. Another is only in the middle & right positions. There is at least one more. But again, it's a Tech 2 programming issue. So, unless you know a Saab mechanic who'll do it for you cheap (and knows what they are doing), it might be best to learn to live with it as is.
