Pretty simply, with the DRL fuse in my car lights function identically with the switch in "Off" or "On" position. I like being able to turn the lights off......
95% of the time, the switch is in the "ON" position -- effectively with DRL. 5% of the time, like when waiting outside a pool at 5:30 am in February to get the kid to school, or other occasional times, I like to turn the switch to off. Simple preference, no more or less safe than using DRLs.
My wife's car defaults to DRLs "ON" when you start the car, but the light control lets you turn them off when you want (like waiting for the swimmer). The neighbors around the pool building complain about the lights shining into their yards.
