either here or more so, locally... If you are picky about finding a specific rim, yeah, you will either need to be patient or check parts places. Cost can be way better. I bought a set of 4 klingons in mint shape a couple years ago for $200. 16" wheels (for winter) are much more readily available, frequently with good tires also. Maybe $150-250 for a set, $250-400 with tires depending on the tire condition... to me this is a no brainer! Junk yards usually want at least $100 for a rim, and it might not be in any better condition.
I've had good luck (so far anyway) refinishing rims myself. Our 9-5 rims had some curb rash when I bought the car. I like to think I do a better job than that other guy with the car you posted of with all the white paint over on the general bb. Overspray can be minimized by removing the wheels from the car and using cue cards and masking tape etc. But I suppose that is more work...
