The By-Pass solenoid is actuated when the A/C system call for Max cooling. The valve strokes and all engine coolant is blocked from entering the heater core where it theoretically will slightly interfere with the A/C efficiency because the coolant is hot. Remember, there is another valve that regulates how much engine coolant is in the heater core to control heater operation and it would be closed at this time anyway.
The MacKay hose set is fitted to ALL 9-5 cars which do not have Automatic Climate Control. ACC was standard in the US market but was an option everywhere else in the world.
No interference to heating. Hypothetical interference to A/C efficiency when in Max cooling mode only.
