1/2 boost woes (no CEL)

Hello there,
2004 Saab 9-5 Aero with a factory B235R engine. The vehicle only boosts half way and there is no CEL. Here is what I have checked:
1) the absolute pressure sensors (i.e. map / charge absolute / atmosphere absolute pressure) seem to all correspond to atmospheric pressure (about 100 kpa) when having KOEO (key on, engine off)
2) base boost is okay - wastegate actuator starts to open wastegate door on turbo between 6-7psi
3) remove the "W" hose from the boost control valve and drive - get full boost to the red. However, when changing with a known good boost control valve and re-attaching the "W" hose, I still have half boost
4) compression seems good (didn't use a gauge... but when starting up the engine and it idles it seems good)
5) vacuum at idle is good... - 0.7 bar (about 20 inches of mercury)
6) vacuum tested blow off valve - it holds vacuum
7) replace all vacuum lines at intake including the plastic one that feeds the intake manifold, brake booster, and pump (yes - this Aero is an automatic)
Could the intercooler be an issue? I don't think so - why would I get full boost when taking the "W" hose off!!??
Anyhow, little frustrated here. Any thoughts would be greatly appreciated.
As always.. thanks in advance!
