2007 9-5 aero, intermittent base boost

I am really stumped. I have replaced the boost control valve 55557331, have performed the bypass valve mod per nick @troll tuner. It has a piston style bypass valve, I swapped purge valves, also have ran my own 1 way valve inline from purge valve to back of intake manifold to eliminate that possibility.
I checked the pcv valve on top of valve cover (from left side of oil trap to throttle body), I checked the pipe from the right side of oil trap to the intake pipe to turbo. (the valve inline for this lets air through both ways and doesnt make sense to cause my issue since I have low boost, this is before the turbo).
I have tried the "bolt mod" before I replaced the boost control valve and no change. (replaced the valve anyways just for safe measures) I also pulled the hose from the bpv to wastegate and drove a short distance that way. I did not feel comfortable doing that too long but spooled up just fine.
The vehicle is tuned stage 2 by mps. I cannot think of anything else to chase after here. I keep reading there are 2 check valves on the evap hose (picture floating around suggests there is a "T" on the cobra pipe coming from the boost control valve but I only see 1.)
If anyone could please offer me some guidance I would greatly appreciate it.
