I use the hook type hose removal tool. While you can damage a hose if you get careless, you can also damage something trying to get a stuck hose off without the tool. Sometimes you just need to use the tool to get a start and then you can twist the hose loose. I bought the OTC flexible hose clamp pliers quite a few years ago and they seem to work well. If it doesn't hold the clamp open far enough, it could be you don't have it positioned on the clamp properly. It can be a little hard to position on out-of-the-way clamps, but once you get it right it works in the locked position. Pliers are nearly impossible on buried hose clamps and pliers don't lock, as you say. Remember to position the hose clamps properly for the next removal when you install them.
