Still crank no-start . . . 10 PSI fuel pressure at rail

I posted on Sept 20 about '06 crank and no-start. Still no-start!
Background: I replaced fuel pump and CPS after my daughter had a hot no-start, let car cool, and started up later to drive straight to my house.
Currently: I have spark (verified out of engine). I have fuel, but not enough PRESSURE. Full disclosure is that I 'preventively' replaced fuel pressure regulator (FPR, Bosch P/N 0280160560), and I threw the old one out (bad idea). Pump primes and runs, but only 10 PSI at the rail (prime or crank). I found post by Savary w. comments by Swedecar in which Savary had wrong FPR - 7mm versus 10mm on nipple - I measured the FPR I have at 8.9mm on the metal of the nipple, so I wonder if it is too small and leaking ?
Fuel pressure would seem to be my problem, but with a new pump (whole assembly)? Battery at ca. 12.8 volts, cranking strong, pump primes for 2-3 seconds in "Run" position. And the check valve holds the 10 PSI after cranking.
I am stumped - any help appreciated.
