I've swapped relays to check if the relay is bad. That doesn't seem to be the issue. I could try cleaning the contacts? A new relay?
I tried cleaning and refitting the connections at the horn itself. I have no issues with the radio controls suggesting the clockspring is ok.
Could it be that the steering wheel to airbag cover tolerances do not permit enough travel of the airbag cover? I refit the cover to give a little more travel, but it didn't entirely fix things. I've seen other 9-5s with the same issue, but I've not seen a definitive solution. Those cars also had airbag covers that seemed to have a reduced space for travel.
I could possibly space the cover with washers as a simple test? Anyone know the metric size of those four screws securing the floating mechanism to the steering wheel?
