Good guess. There has been a small crack in the cap for some time. It's between the part that screws on and the inner part that seals. The paint issue seems much more recent than the cracked cap. Regardless, it's time for a cap. The brake reservoir overflow/vent is open in some way?

For this to be the cause of paint issues, some brake fluid would have to vaporize? It must be little as the fluid has not noticeably gone down. I notice no exterior paint issues, but perhaps the clear coat protected it. Or is the engine bay clear coated too? The paint issue is relatively consistent from right to left, despite the right side being further from the brake fluid reservoir. It isn't in the engine bay except the areas of the body near the hood hinges and going down. That going down aspect makes me suspect some odd washer fluid cocktail. I suppose a mechanic could have mixed something in or used a contaminated funnel/bottle. The cowl is discoloring toward white.

What about some sort of vacuum leak? I have the coolant bypass valve deleted. Perhaps a vacuum hose is venting.

What about something industrial in rain that got in there and sat without/before enough rain washed it away? It reminds me a bit of acid rain damage.
