'06 front bumper cover: fix broken screw tabs at wheel?

Hi all,
Previous owner of my wagon got the front bumper cover hung up on something (aka a curb) on the passenger side and managed to break the two screw attachment "tabs" that jut inward to be flush and screw onto the plastic inner wheel well liner. The cover stays mostly in place, but is easily pulled away from the car at the wheel well and should be fixed.
Since it's all on the inside, it seems like I could fairly easily glue the plastic tab pieces back onto the inside of the bumper cover, but I'm not sure what the best adhesive might be. Would welcome any recommendations!
