The waste gate is stuck or vacuum lines or controller function is bad. WG is closed until pressure is applied to the actuator to open it. At idle, the TB is mostly closed. If ECU sees what it things is high pressure, it will attempt to open WG and if that fails will reduce TB flow. You could attempt to see if the manifold pressure is really positive. It does not make sense that manifold is on boost because that would increase RPMs.
The simplest answer is that something is not hooked up right. As the vehicle had been running normally, suspect that a hose has come off or cracked. BPCV could have swallowed some debris.
For P1300 someone reported "Problem fixed. The hose for the turbo was off."
