The Oil Cooler cover will generally leak coolant, not oil, so its not likely that. (the oil cooler sits in the valley between the heads immersed in coolant; the cover covers that valley). The banjo bolts that pierce the cooler cover and connect the oil lines to the cooler itself can leak oil externally, if not tight enough or if the washers are compromised.
