Reading power steering level

Remove cap, wipe, reinsert tight, remove and read... Much of the time, I can't see where the fluid level is. I see a nice wet bit at the bottom, but it's hard to be sure where the level is along the cap post. The manual says the fluid level can be low if less than 70F and high if hotter. How much does the level matter as long as it's measuring something on the post? Am I better off erring high or low?
