I've had the same symptom on a two separate 9-5s. The cause was different on each:
- on one car the sender was hanging up in the baffle. I removed the baffle (an unpleasant job) and solved it.
- on another car the pump body was rotated about 5 degrees out of alignment. I realigned it and has been good ever since. There are alignment marks, subtle and hard to see, when you pop the access cover under the seat.
it could of course be the sender as well.
it's all very DIY-able. If you choose to tackle it you will want to buy the fuel pump removal tool:
