2002 95 Aero Licences plate light covers

I went to replace a light bulb on my wifes 95 and when I went to remove to two screws to take off the plastic cover that covers the bulb the screws will not come out. I sprayed some wd-40 on them but still know luck. Would anyone have a better way to get them out. The hex heads are a little stripped I noticed also.
