If you ruled out vacuum leaks, then those listed in the title are the next things I'd look into.
The DIC is a simple check, if you have a spare (You should get a new one, and keep you old one in the trunk anyway... if that's the problem, then you know that your spare will at least get you home.)
If your plugs are relatively new, then you can rule those out, but those are an easy and fairly cheap fix. If your lugs are of unknown age, maybe its worth changing them anyway.
CPS = Crank Position Sensor. It's an easy part to replace, and might be causing the surge, though I kinda doubt it.
I had almost identical symptoms in my '04 Aero wagon. It was noticeable most while cruising on the freeway. The throttle input felt like it was moving, even when it was steady, or set on cruise control. I drove it that way for months, and eventually, a couple of limp home modes and check engine lights led me to the throttle body. Replaced the TB, and all was smooth sailing again.
