steering wheel shake on braking - 99 9-5

1999 9-5 2.3L LPT/manual trans - 58K miles
When coming to a stop at a traffic light, I apply the brakes, and after a second or two, the steering wheel starts to shake badly. IOW, the brakes grab, then once they get a good hold, the front end shakes like crazy.
Sounds like warped rotors or bad brake pads. Any advice/experience is appreciated.
