If yours is the standard halogen beam as opposed to the bi-xenon, you could try removing the entire right lamp assembly and test plugging it into the left side, to see if you get full function. I did that on my '01 9-5 Aero sedan, still no function, on the left side. Either of the lighting assemblies work fine plugged in on the right side. Orange relay replacement, wiggling also did nothing. I got it past inspection by hot wiring some switched voltage to the left light low beam assembly, and it is still like that now.
