My experience:
Best tool: a cheap, wide flat screwdriver bent about 30 degrees, 2 or 3 inches from the working end.
Step 1: Remove the rotor and practice working the star wheel while you can see what you are doing.
Step 2: Reinstall the rotor adjust the star wheel on each side so's you can just barely hear a scrape. If you feel drag, loosen it by a click, even if there is no drag.
Step 3: adjust according to the WIS using the bolt heads buried down in the bottom of the center console.
The hand brake will then work marginally well, which is as good as it gets.
