Make sure the recirculation flap is working. Turn up the fan full blast and cycle the recerculation button on and off. When the flap is engaged the fan will run faster and more air will come out of the vents. If that does not happen, lower the fan to its lowest speed and listen as you cycle the recirculation button. If you can hear the recirculation motor running for a few seconds when you push the button, then the external plastic arm on the motor is broken and should be replaced. If there is no motor sound, then the whole motor will have to be replaced.
If the recirculation function is working, then you are back to looking at recharging the system
