I replaced the belt assembly on my 2008, it was quite easy. I got mine from goldwing
remove the trim and you will see the ~3 bolts and one connector.
btw the one I replaced had that same fraying that you describe. FWIW the belt on my '01 and '00 are like new, no fraying at all.
