Are you located in a cold climate? It could be condensate from short running cycles or multiple short trips. If the engine oil has run a few thousand km, you could have the oil tested by a lab like Blackstone's LemonAide test so you can determine abnormal levels of contaminants like coolant, water, and various metals to give you a better idea of the engine's health. It's not normal to have the type of sludge present.
