Your post was a bit confusing, so just to clarify: There are two fog light switches on the dash.

The first is just to the left of and under the main headlight switch. That is the rear fog light switch (a red light on the rear light cluster).

The second switch is to the right of the headlight switch in the middle of a bank of three switches. That is the switch that controls the front white fog lights. When depressed, it lights up green. I'm assuming you are pushing in that switch when you say that no fog lights come on.

Also note that the front fog lights only come on when the headlights are in low beam. They turn off when in high beam.

I can't imagine the operation of these lights would be programmed out, so it must be either the switch or relay that is bad.
