We used to do something similar when the VW's subframe captive nuts spun out. I'd skip on the fiberglass repair though, every time I've seen a fiberglass to metal repair it turns into a rusted mess. Consider a metal patch, primed against corrosion, same with the cut area, and use a seam sealer to mount it if you can't weld the hole. Once it dries, no moisture can rot out the body.
