The timing chain wear is measured by removing the tensioner and measuring its extension. I don't know if the balance chain wear can be measured the same way, but the same mechanism (dirty oil) wears both. You shouldn't be able to detect any deflection in either chain: the tensioner uses oil pressure to drive the movable lower guide into the chain, and a ratchet mechanism in the tensioner makes certain that it stays tight.
Back in the 1990s chain wear was a big problem in Saab 9000s, but that problem was solved mainly by changing chain suppliers.
