Thanks everyone for your suggestions!
Dan, I forgot to mention that the message only comes on when I turn on the headlights or parking lights. If I leave those turned off and step on the brakes there aren't any messages on the SID and the brake lights work just fine. A few seconds after I turn the lights on, the SID beeps and the "Rear Light Failure" message appears. That being said, I've had strange issues with the brake light switch before and I might see if that helps.
fdw201, I also forgot to mention that I unbolted, cleaned, and "roughed up" the ground wire connection, which didn't help. The only ground I could find is under the tail light housing on the left side of the car.
I got to it by pulling back the cloth covering on underneath the tail light door. I don't know if there are any others grounding spots but that is the only one I could find.
Mark, I'm sorry but I don't know what VOM means. I tested them by using a board and the driver's side seat to press the brake pedal. With the car not running but the key in the on position, I put it in reverse and turned on the headlights. Then I turned on each of the turn signal directions one by one and then the hazard lights and the rear fog light switch. Looking in the back of the car I was able to check the lights. I actually pulled down the center brake light because it's hard to see if ALL the lights are on, but in this case, they were.
If I pull out one of the large lower brake lights and step on the brakes I am given a "Brake Light Failure" message. That does not happen if I pull out one of the center brake light bulbs.
The message seems to be helpful if a bulb is actually out, or going out...but I really wish Saab had made a way to know which bulb, or even which group of bulbs, it is complaining about :-)
