Well, it is a fine tuned compromise and you don't want to apply too much intake vacuum to the crank case. You might end up with whistle/hooting noises when air is drawn in past the lips of crank and camshaft seals like in Volvo's case when the PCV box goes bad.
Saab did its fair share of fumbling trying to correct the PCV system on the 4cyl engine. Or more so, trying to cover up the real issues behind the sludge problem.
