you have to get in there to see if the linkage is broken or if the motor itself is shot...
you'll need to remove the glove compartment, and the bottom trim piece under it.. and then you'll have a good view of the stepping motor.. 2 screws and a wire harness.. and it comes out easily.. at that point you be able to tell if the lever/linkage and flap are moving easily.. or if the plastic piece is broken/stripped..
lots of posts and youtube videos on this repair.. ..
the motor is around $170 or so.. from what i recall.. eEuroparts has a bunch of replacement linkage kits, etc.. and those are fairly cheap...
